It's also possible all the evidence was turned over to appropriate departments and they say on it.

If that's the case it's his fault because he placed the people in charge at the top. He left known Swamp creature in place as places like the FBI, CIA and DOJ. It's on the boss to take responsibility. He had the power to replace them and chose not to.
