Might mean "Speaks the Truth" ... I just used google translate as I can't really speak Latin. It really depends on how I enter it and what google translate feels like translating it to.
Of course, that's not always true because I often mouth off without digging enough. I think I would have done better with something that translates to "seeks the truth" and that'd be more accurate.

Perhaps “speak faithfully “ or spoken faithfully, which basically means speaking the truth. Thanks! On my bucket list: take a Latin class.
