Is this why they are now practicing "civil disobedience" drills?

They just pissed on Stafford Act 2 days ago, openly, by giving themselves the right to act on US soil. Pissing on both Stafford Act, and Commiegress (as much as I hate them, they are still the legislative body last time i checked).
