Im of the mindset the EBS is going to be used, but likey for another reason, based on the press breifing earlier theres a chance we're going to war soon... biden going to the Pentagon for an in depth briefing... usually he'd be briefed in the oval office... unless we were in war times... though yes its possible this is just nonstandard practice like alot of other things happening.. I honestly believe they may be presenting him with the war/combat options...
