Well, going out on a limb... and I have no proof this is true.... maybe it means "Past and present FBI heads (#1 and #1) and CURRENT FBI deputy director (#2) and 21 others" are DS stooges and are to be replaced. Carry that model to the other agencies and you have a purge.
