It might be the payroll taxes that were deferred from one of trump executive orders.

My employer kept withholding despite the EO

That was optional. I know because my employer kept withholding the payroll tax. I grumbled a bit, but then again, if it keeps me from writing checks, that's good. (Yes, I know all about not giving the Feds a free loan. I don't care.)
