No. That is ALWAYS in effect no matter who is pres.

The rational behind the Q drops with regard to EBS is it will have to be utilized under two specific conditions when shit hits the fan:

1- IF there's some kind of FF attack that takes down the power grid or internet

2- When they start making arrests = the FAKE news, lamestream media will be spinning lies and clamiming this is a "coup." Then the EBS will take over all the networks so that the truth, the WHOLE TRUTH, can be revealed to the world unabated.
