I imagine RSBN is given a stream link and they are using VLC to re-stream it to YouTube.

This is the dumbest question seen twice now. Video live stream goes to a computer, vlc plays video. Vlc used to switch streams etc. Nothing to do with YouTube. Just a function, a tool, used on the end streamers (rsbn) to present to you the stream.
