I feel like a part of why they are so incompetent is because they take marching orders from a foreign country so different in cultural from ours, that they are being ordered to do things the Chinese thing will benefit them but backfires in America.

I think Q used that to their advantage to script the show, maybe even with plants in China giving bad advice to give to their minions in Congress
