No, that looks more like a floor. And POTUS uses a MUCH nicer pen. But the way the pens are pointing could be another clue in the whole scheme of things.
It looks like a baseboard in the corner, so, yes. And a floor is a wide open space that can be lit for photographing documents without a lot of clutter or shadows cast from a desk. I've done the same thing many times, myself.
