Not sure if this is real or not. But the only reason to do this right now is to humiliate Russia and presumably try to start a confrontation.

Hillary is still pulling the strings of the DC swamp, she wants her Syrian oil pipeline, and she knows she needs to find an excuse to go to war to with Russia to accomplish that goal. That being said, I don't believe Ukraine is doing anything to provoke Russia.
