Eg US president is not supposed to declair war on any country him self without approval from congress but they have already passed a law that if Israel goes to war with Iran US should defend it, So Israel prime minister can take US to war with Iran while US president can't !!!

But many other Israel enemies are our allies that have defense treaties with us meaning if Israel attacks Bahrain or Qatar we should defend them ( https://www.quora.com/Why-does-America-defend-Israel-like-her-own-land )
