edit: after looking at it from a few angles it looked like the top floor (penthouse) of that building was taken out. Whatever it was had to be energy based, because it turned the matter from the building into plasma that moved too quickly to be from a kinetic weapon, imho.

DOD has & has been developing High Energy LASER weapons since at least 2017...
I think this is it. Probably a satellite based laser, or one possibly equipped on an X-37b.
