Yes, and by making that single day on a particular Monday in February rather than on the actual date of at least one of their births, they accomplish two things: 1) a guaranteed 3-day weekend instead of those awkward mid-week days that actually commemorate something; and 2) they make sure that each successive generation not only forgets the great men's birthdays, but forgets the great men.

Weather.gov also is using Washington's Birthday. I don't remember ever seeing this holiday called that, unless it's an old, vintage school book (I collect those) when they actually celebrated Washington's birthday and Lincoln's birthdays separately.
Washington's actual birthday is the 22nd and Lincoln's is the 12th. Of course, none of today's students would likely know that.
