Remember, if it gets really bad you can drain your hot water heater, there's however many gallons of water in there if needed. (shut it off and let it cool a bit first).
I picked up a water bladder that sits in the tub, if I know water shortage is coming I can fill that up, plus have large water jugs, a gravity filter and plenty of snow and lake water around if needed.
We also have water heaters freeze from the cold. If that so happens (You can pull hot water but you have no cold) you can take a heater and point it at the cold line and hope it de-ices. That's where we here in ND have to occasionally heat them up.
We also have heat tape to keep pipes warm, but not a good idea if it's not cold as fuck almost all the time.
