Depends on whether ir not you consider a pole shift possible. In that event, there are MANY other factors to consider on where to go. Plate techtonics, mountain building, elevation required to avoid flooding from possible tsunamis, etc.
Then if you factor in the possibility of an EMP or just total grid down scenarios, now you gotta look at the general skillsets and mindsets of the local population. For ex, the Appalachians are NOT a mountain building region, and many poor folks there already live off-grid and know how to fend for themselves. Hence safer during seismic shifting and more likely to survive an aftertime.
