The clip is heavily edited, which I don't like, but I think enough is conveyed that "He created a 'void'. That let others fill the void with disinfo" That is as close to an apology you will ever get from him because he is not sorry. It was intentional - only an idiot would not see a problem sending covid patients into nursing homes. Unless the HVAC system is entirely separate in the Covid wing, it will not prevent the spread of the virus.
