I think the "incorporation of America" most often refers to the Organic Act of 1871. Grant was President. After much debate in congress (which can be read as transcribed on the Library of Congress website) The city charters of Washington and Georgetown within in the territory of D.C. were dissolved and the area was then Incorporated as the District of Columbia.
