"Rare Earth" minerals aren't exactly that rare- in many cases, far more abundant than gold. The problem is extraction- the current refining process is energy-intensive and produces a lot of dangerous / toxic waste. It's been uneconomical to develop our own sources (esp. when handcuffed by the EPA) when we can get materials from China for much cheaper (where they don't give two shits about the environment).
