That applies in theory but in reality there are a lot of taxpayers that aren't getting any help. I think of it like paying for 10 year 100k coverage for your car, and the dealers say everything is covered. Then when things start breaking down, you slowly realized not that much was actually covered and you have been paying monthly payments for years for nothing
