Well... there are many cosmetic surgeons. They are discreet, especiallly for the rich and famous. And most procedures are considered "outpatient" although personally I think an old guy like Joe should have oxygen and monitoring at least overnight. His recovery at home could be arranged for that. But the necklift part and the eyes could take 4-8 hours in a real operating room with general anaesthesia, I'm presuming two trips but it could be done in one, that would be the most discoverable part.
