Nothing is strange about it. They’re just acknowledging a certain religious season while reminding the public that the NSA is always working hard because they have to.
I’ve never, in all my life, heard the Lenten season described this way.
A quick google search: "We are called not only to abstain from luxuries during Lent, but to a true inner conversion of heart as we seek to follow Christ's will more faithfully."

Once you understand what Lent is about, the description in the tweet is accurate and not at all weird.
