In general, the people in SD who rejected A were primarily critical of the style of decriminalization - how it gives a bunch of untraceable money to SD state and not the fact that people might get high.
It is a person's choice to get drunk ( or high), and that person is accountable for his or her actions and ramifications of doing so. Lacking discipline is a personal failure and should be viewed as such.
