In Atlanta, half of all rape cases are dismissed before making it to court.

This is because there are so many and too few courts.

What you don't understand is 100 brand new court cases in a city with business owners will to fight over the Constitutionality of the issue all the way to the supreme court would fill up the court dockets for decades and grind it to a halt.
