I think that is the entire basis of the argument, though. The lawmaking soul of the country is its own entity aside and apart from the United States. It is exempt from the laws it passes and imposes upon the remainder of the country. It is essentially its own kingdom.
There was another video that asked the question "Why are London City, Vatican City, and DC separate entities from the countries in which they exist?" It was a really compelling question, to be honest.

I think I kind of get it. So they can pass laws that then don't apply to them, is that one of the things?
That's the way I understand it. They pass laws for the United States - and they are not part of the United States.
