I don't see any verbiage in the bill that supports the clam of the post title. the bill deals with transition funding and secessions plans within executive branch agencies. I dont see anything about Military control being retained by the out going president...
The GSA is in charge of allocated resources. This includes things like Government owned/leased vehicles, shipping containers, consumable and industrial goods as well as finances for travel lodging and other expendables. The only involvement GSA has with the military is in regards to non mission related resources such as those listed above.
