Because he was the owner of the Mirror Publishing Group ( Murdochs arch rival and a bit of a celebrity). He also had a back story of escaping Nazi persecution and fleeing to Britain. Some say he controlled Mossad activity in the UK at the time.

A couple of years later he was found floating by his boat - The Lady Ghislaine.
