Sorry if this has already been asked and answered... but is it "Project" Looking Glass or "Operation" Looking Glass? They both look like they can be related but which one is more Q-relevant?

Looking Glass is a network diagnostic tool that provides expanded, drill-down information relative to backbone routing and efficiency of the network, namely Traceroute, Ping and BGP information.
