I have a theory that many world leaders are being duped by this "Galactic Federation" and it is actually China, or other bad actor.

The motive could be anything but I wouldn't discount the theory immediately.

I have had a running theory that Hitler had humans genetically altered so he could show off "alien beings" to his allies or to gain allies. The Nazis loved messing with people. If we won why would Project Paperclip have happened?
