Start simple...Rice, beans, salt, sugar, in bulk from a restaurant store. 50pds rice is around $20, 25pds salt, $15. Get 5 gallon buckets food grade and lids.
Water filters and 2 water sources (lakes/streams). Lifesaver makes a good 5 gallon water filter jug. A couple of good tarps and rope. Good maps of your area.
Find a book that talks about eatable plants in your area. You would be surprised at how much you can eat off the land and your neighbors yards if you know what to look for.
Example: rose hips, curtain pine bark/needles to make flour/tea, yucca plants, wild onions, cactus, thistle, dandelions, etc.
A couple of simple animal traps. A survival bow/arrows.
