Why doesn’t Q ever use the I in CIA ?

My assumption is because Q is trying to tell us that the CIA is the HQ of all the evil stuff happening. Ie the Command Agency or Central Agency instead of Central Intelligence Agency. Obama and Clinton’s were both recruited by CIA. JFK was killed when he tried to expose and disassemble the CIA.
