This is real and has been in places for a long time. My sister was an elementary school teacher in a rural NC area, very large black population of small farmers etc. 20+ years ago she told me that their school system had policies that had teachers using local slang and mispronunciations to better communicate with the students because proper English was not commonly adhered to in most homes. So all those kids never got taught English in school.
