Pretty sure there is a constitutional requirement for the President to give a SOTU report to the House Speaker every year but it can be in written form to satisfy the requirement. Optional to do it in the speech form - that is why Nancy got the text of the address last year while sitting there - to meet the requirement. Also is why there was such an uproar when she tore up the speech - her copy was an official document that she destroyed.
