Not specifically a badge, I believe it's the US Army Emblem. Would be on the dress uniform hat.
Badges are typically schools that have been passed, like Parachutist Wings for passing Jump School (we called them Jump Wings though), Scuba school badge, etc. Badges can also indicate deployment in combat. Combat Action Badge, Combat Infantryman's Badge.
It is on the hat of two Military men standing behind Trump during his inaugeration.

Since they cleared out right after that part of the speech, definitely seems he's saying that Trump and the Military are returning power to the people.
The entry and exit of these guys wasn't as polished as these things typically are, I doubt it was in the rehearsal so the invisible enemy wouldn't know POTUS was going to send that comm.
Right, so the two guys with gold ones are US Army. The guy behind them with darker blue uniform and silver-ish is Air Force. Other than color, I'm not sure what other details might be different.

Looks like US Army Officer Cap Eagle Badge......the picture is blurry....and I am no military expert....but it was the first thibg that showed up in my google search
The picture is blurry but is that a skull on top of an eagle, globe, anchor? If so, it could be a patch for the USMC 1/9 Walking Dead. They often use a skull on their patches.
