The Pope didn’t force him to resign. When Cardinals reach the age of 75, they are required to hand in their resignation to the Holy Father, who may accept or decline it. Simple as that.

Since Pope St. Paul VI put that rule in place in 1970.

Yes, this rule started about five years after the end of the Vatican 2 Council.
