I don't think watch man is the GEORGE person.

I think the George person was behind the watch man and took the GEORGE picture from over watch-man's shoulder.

I think GEORGE person is Brendan Smialowski, a well known freelance DC photographer who goes everywhere.

Here is his Getty Image repository with photos from Trump's NK visit. This guy was there on the trip and took pictures from that exact spot.
