"Not affected by failure" eh? Doesn't that perfectly describe any sitting member of Congress? They pass stupid laws and regulations, never understanding the real world effects, and when they fail (as the usually do) they just double down with more and more stupid laws and regulations.

I think they fully understand the effects. You can read the podesta/Clinton emails and see them talking about actively harming the citizenry as part of their goals.
