Are debit and/or credit card use shut down other than my small town in Utah?

My husband went to get lunch and could not use his debit card at several different place. They are only taking cash. I just wanted to see if this is the case else where.

I tried to check my bank (T-mobile) this morning and I couldn't get in because the confirmation code sent to my phone came 30 minutes late. It's still doing it...
