It does say his resignation is effective at midnight on Feb. 28. That's Sunday, the same day Trump is supposed to speak at CPAC around 3:40 PM. If one wanted to be optimistic, they might say Durham could still drop a bombshell before he officially resigns. Maybe he'll join Trump on stage and give his report for the next 8 hours.
