I kinda dig it lmao. Dude looks like and basically is a civil war generals ghost. Swamp can't threaten or bribe a guy who barely exists. They be sittin there like us "is this guy even real" sweating bullets that he's going to drop a nuke on all of them and there's only like 2 photos of the guy. Like a spectre constantly hanging over their heads.
