I have heard a theory that Sessions job was to focus on human trafficking. I think it makes sense. If you have a very intricate plan, it makes sense to put certain people in charge of certain parts of the plan so their attention isn't divided.

I don't know if it's true or not, but I thought it was an interesting take on the situation.
