DEFCON (Defense Conditions) can be set globally or set in certain military regions. For example, the DEFCON is set to DEFCON 3 for US Forces Korea and for US Forces in AFRICOM/Middle East. To be set to DEFCOM 4 in CONUS (Continental USA) means that there is a "possible threat" to CONUS. If it goes to DEFCON 3 in CONUS, then that means the shit has hit the fan someplace. General Civil Insurrection would cause that level, BTW. Remember, "possible threat" has a different military interpretation than does "potential threat".
