I mean it's coming sense to believe that the top leaders of the military could be comprised, But Q said less than 10 people know the plan and only 3 are nonmilitary so I wouldn't expect Powell to be privy to "the plan"! I'm sure Gen Flynn knows all of them guys and I would believe is in the know. He has said some good things.
