That's exactly what they do:

Control the banks, and print absurd amounts of money based on debt, gaining leverage over a nation.
Install Manchurian candidates in various positions of authority, and threaten/bribe dissenters.
Lobby to enact communist edict.
Hijack the media, and turn them into a propaganda machine.
Persecute dissenters, and spread "democracy" across the globe, tying all nations to the central banks.
