Dont be jealous yet. Business are still aloud to enforce masks. If you dont comply they can ask you to leave. If you dont leave or mask up they can use trespassing to enforce and involve police. Schools are allowed to enforce makes because they will decide based of Texas Education Agency and local health officials.
