Not enough seat belts? Really. I don't think there is room, even in a Ford Expedition for twenty-five people. Very close to the border. You decide what a Ford Expedition with twenty-five people could be doing. Does not make the loss of life any less tragic, though.
If the rig wasn't carrying some of them, how tragic for the driver.
