I think President Trump said at CPAC that WHO is controlled by China, therefore the answer to:-

'WHO wrote the singular censorship algorithm?

WHO deployed the algorithm?

WHO instructed them to deploy the algorithm?'

Is CHINA controls the 'WHO' mentioned here.
