This is true of many things. The horseshoe, tarot readings and the like. Even the Zodiac has polar opposites. Nature is all about balance, there's opposites of everything. The Light and the Dark are both part of Life as are Order and Chaos.
I like to think of the timeline as being a sort of wave pattern as the World teeters between being dominated in turn by Order/Light and Chaos/Dark.
Eventually the Cabal will be eliminated again, only to inevitably be resurrected in the future when the souls of Men are tainted and weak.
