you are not am idiot...pedophiles and others that would prey on children are attracted to working in areas that children might be vulnerable. this does not mean the agency it self is by design engaged in exploiting children but you will get a ring of exploiters within the agency subverting it. you also will always have bureaucracies covering up stuff becouse it makes those on charge look bad and corrupt along with actually being corrupt.
