Seems like my mom is going to get penalized for not having insureance (obama care mandates). It was my understanding Trump got rid of those, did Biden put them back in place? Any legal pedes, can you point me in the right direction? Thanks!

If she lives in California, she will be penalized. There is a State mandate in California. Not sure about other states.
At the Federal level, check Biden's EOs to see if he reversed President Trump order. If so, when is the new Executive Order effective, I don't think it can be retroactive for last year tax (this year return), but it would be valid for this year tax (to be filled in 2022).
Edit: Correction the elimination of the penalty in ACA was done thru legistation (Tax Cuts and Jobs Act of 2017) not an EO. That means Biden can not simply reverse it. Still, check with your State to see if they have a State Mandate.
We live in TX so, I don't think is a State mandate. Thanks for the help!
